This looks like a common issue with the 1008C, there are multiples reports of the same problem. I tested many solutions and different devices and I believe it is a driver problem, not hardware.

What works for me most of the time is this procedure:

Note the important part is to make sure that you remove ALL Hantek1008C drivers from the system, as explained in the thread I linked above.

You can also try to use different USB port from the computer.
