1. Please test whether the resistances of 5V point and 3.3V point to ground are short-circuited.
2. If so, remove D1 and L29, and test whether the resistances of 5V point and 3.3V point to ground are not short-circuited. And then test whether the resistance between the two ends of C29 is short-circuited.
3. If so, the chip U2 should be fault. The model of U2 is CY7C68013A-100AXC. You can try to purchase it on eBay.

5v and 3,3v are ok.the resistance between the two ends of C29 is 318 ohm.
