I have just received my new 2D82 and it fails to turn on with or with out batteries and usb connected.

Please can you help or advise me.

1. Test the voltage of the batteries.

2. Remove the batteries, use only the adapter to supply power, and test the voltages in the picture.
3. Disconnect the USB cable, use only the battery to supply power, and test the voltages in the picture.
