Hello! You should search Parallels software help on how to assign host usb devices to virtual machines. Look here and here for your answer. If you are sure Parallels software settings are OK then check device manager in windows for hantek device, maybe you did not install a proper windows 10 driver for it.

Hello!
So it looks like your Parallels software does not detect your USB DSO device as assignable to your virtual machine? Well, that's really bad and I don't know how to help...
Anyhow, it's a Parallels software problem, ask their technical support for help - they don't describe which exactly usb devices can be passed to virtual machine

Thank you, dear for help!
I found the root of this problem - I connected the 6022BL to another USB port and (Oh! Luck!) Parallels “saw” the device.
The problem was that on the MAC port, to which I first connected 6022BL, I was run the program (PulseView) on the MAC and the MAC "bound" this port and the device to PulseView.
As a result: connecting to another USB port allowed Parallels to “see” 6022BL, connect 6022BL to Windows XP, install the driver and run the Huntek software:
